Conference "Citizen-centric eGovernment in the European Union"

On June 8-9, 2022, the Chair of European Law at Jagiellonian University, in cooperation with the Institute of Law and Economics and the Institute of Political Science and Administration at Pedagogical University in Krakow, organized an international conference entitled "Citizen-centric eGovernment in the European Union"

The conference participants were welcomed by: Dean of the Faculty of Law and Administration of the Jagiellonian University prof. dr hab. Jerzy Pisuliński, Director of the Institute of Law and Economics of the Pedagogical University of Krakow prof. UP dr hab. Kazimiera Juszka, Director of the Institute of Political Science and Administration of the Pedagogical University of Krakow prof. UP dr hab. Robert Kłaczyński, Jean Monnet Module project coordinator Head of the Chair of European Law prof. dr hab. Sławomir Dudzik and Chair of the Organizing Committee of the Conference dr hab. Inga Kawka.

The topics of the papers were related to e-government from a citizen's perspective: principles and values that are at the basis of e-government and can be an answer to threats and challenges appearing in this area, public e-services related to education, medicine and smart cities, e-government dedicated to entrepreneurs, digitization of judiciary, influence of e-government development on the level of protection of fundamental rights, e-government solutions in European Union partner countries, digital tools in public administration, development of public e-services in Poland, digital transformation in the area of tax and customs administration.

Among participants and speakers there were representatives of EU institutions, courts, Polish and foreign universities from Italy, Ukraine, Uzbekistan, Moldova, Georgia, Slovakia, Albania, Serbia, Czech Republic and Bulgaria. Interesting presentations were also given by young scientists and PhD students. Speeches of Polish and foreign scientists and practitioners showed that the citizen should be at the center of e-government in the European Union and the designed and applied tools should facilitate his/her mobility in the area of public services. Digitalization encompasses not only the areas traditionally perceived as part of the state administration, but also - especially after the outbreak of the pandemic - has become an important factor for the efficient functioning of the judiciary. The development of e-government should anticipate and take into account threats and challenges related to the use of new regulations and tools - the basic problems concern data protection and respect of fundamental rights. The rapid development of computerization and the increasing use of artificial intelligence requires their adoption in a way that is beneficial for the provision of public services.

The conference was organized within the Jean Monnet Module project coordinated by prof. dr hab. Sławomir Dudzik. The chair of the conference organizing committee was dr. hab. Inga Kawka and the members were: dr hab. Kazimiera Juszka, prof. UP, dr hab. Monika Niedźwiedź, dr Monika Kawczyńska, dr Łukasz Kozera, dr Małgorzata Kożuch, dr Monika Skowrońska, dr Aleksandra Sołtysińska and dr Renata Śliwa.
