Report on Conference

On May 17-18, 2023, the Chair of European Law of the Jagiellonian University, in cooperation with the Institute of Law, Economics and Administration of the Pedagogical University of Krakow, organized the international conference entitled "E-government. Challenges for Digital Public Services in the European Union." The conference participants were welcomed by: Dean of the Faculty of Law and Administration of the Jagiellonian University Prof. Jerzy Pisulinski, on behalf of Director of the Institute of Law, Economics and Administration of the Pedagogical University Prof. dr hab. inż Andrzej Kozera the Deputy Director for Education – dr. Urszula Kosielińska-Grabowska, Coordinator of the Jean Monnet Module project and Head of the Chair of European Law Prof. Slawomir Dudzik and President of the Conference Organizing Committee dr hab. Inga Kawka, prof UJ.

The topics of the papers concerned issues in the field of digital public services in the European Union: principles and values that should be taken into account in the process of providing digital public services, opportunities and threats to the development of digital public services in the European Union, inclusive digital public services, the development of digital public services from the perspective of European law and the impact of EU regulations on the development of national legal instruments. The conference also dealt with the challenges for the administrations of the candidate and partner-countries of the European Union and covered the process of development of public e-services in Poland.

Among the participants and speakers were representatives of EU institutions, Polish and foreign universities from Spain, France, Norway, Great Britain, Ukraine, Armenia, Moldova, Macedonia, Serbia, Georgia and Uzbekistan. Interesting speeches were also presented by young scientists and doctoral students. The speeches of Polish and foreign academics and practitioners showed that the development of digital public services should take into account the values and principles that underpin the law-making process in the European Union. A special challenge is the protection of personal data and fundamental rights in the process of designing legal instruments in the area of public e-services. One should also not forget about the problems of potential and actual digital exclusion, which can be addressed by hybrid solutions in the process of providing public services. The development of new technologies also requires the adaptation of current legal solutions to electronic forms of documents. Digital public services are important in the development of smart cities, in the judiciary and in the area of administration, in the implementation of environmental and energy tasks, and in the private business sector. E-public services also use solutions based on the development of artificial intelligence.

The conference was established as part of the Jean Monnet Module project, coordinated by Prof. dr. hab. Slawomir Dudzik. The chair of the conference organizing committee was Prof. Inga Kawka, and the members were: dr. hab. Monika Niedźwiedź, Prof. UP dr. Renata Śliwa, dr. Monika Kawczyńska, dr. Łukasz Kozera, dr. Małgorzata Kożuch, dr. Monika Skowrońska and dr. Aleksandra Sołtysińska.
